(1) Is Windows 2000 an upgrade to Windows 98?

A: Windows 2000 is not an upgrade to Windows 98 - it is a totally separate operating system with its own features and requirements. 

In fact, there are several versions of Windows 2000, each one tailored to a specific purpose. Windows 2000 Professional is most closely related to Windows 98, combining the best features of Windows 98 with the power and stability of Windows NT.  Windows 2000 is very particular about the hardware it is installed on. It will not work on some hardware configurations as easily as Windows 98 does. Windows 2000 is geared more for the user that must have a more secure and stable operating system.

(2) Should I turn off my computer when I'm not using it or should I leave it on all the time?

A: It is generally recommended that if you use your computer at least once every 18 hours, you should leave it on. Accelerated wear and tear will occur with frequent on and off cycles. However, if your computer will not be used for several days you probably should do a shut-down and power-off, unless your computer has shown signs of problems at start-up.

A UPS (uninterruptible power supply) device is recommended to prevent damage to your computer in the event of a power surge or drop in power. Power surges can occur when the electricity goes off and comes back on suddenly. Drops in current can occur when the circuit your computer is connected to is subjected to some device that draws extra current from time to time (devices with large motors like refrigerators, washing machines and such).  A UPS will also give your equipment an extra edge of protection from lightning storms. Of course, unplugging your equipment is the best storm damage protection (including your phone line.)
